What camera should an absolute beginner buy in order to make photos like these?

I know it’s all about skill – but a good camera is also useful, right? Making photos has been an obsession for me for a while and I want to give it a try. The only problem is that I’ve only used a compact digital camera in my life. What kind of camera does one need to make photos like these? Is it a film camera? (By the way, I would absolutely enjoy having a film camera!) And what lenses would I need?
I would be really grateful if you recommended me some relatively cheap cameras and lenses (the upper limit is 250-300 dollars; may be second hand).
